As the Principal of Rioplex Engineering, Kelley Heller-Vela brings over 23 years of civil engineering experience, leadership, and a commitment to excellence. Though Rioplex Engineering is a newly established firm, Kelley’s extensive expertise spans every phase of the development process—from initial planning and design to construction administration.

Her diverse portfolio includes commercial, residential, and municipal projects, ranging from land development for retail centers, multi-family and single-family communities to educational and public infrastructure improvements. With a deep understanding of engineering solutions tailored to South Texas, Kelley has successfully delivered projects for school districts, higher education institutions, municipalities, and private developments.

As your primary point of contact, Kelley is dedicated to guiding clients through each phase of their project with professionalism and attention to detail.
Her previous experience includes projects for South Texas ISD, Brillante Academy, IDEA Public Schools, South Texas College, University of Texas Rio Grande Valley, the cities of McAllen, Edinburg, and Mission, as well as private developments such as Hibiscus Village and Taylor Senior Village.
